Biography

Bachelor in Sociology, Master in Development in Latin America from the University of La Rabida, Spain and Ph.D. in International Economics and Development from the University Complutense of Madrid, Spain.

Dr. Begué has 20 years of experience in international development. An expert in the field of education, he has worked in education programs in more than 20 countries in Africa, Asia and Latin America, and has broad development experience working with NGOs, donor governments, multilateral organizations, and universities across the globe. Prior to becoming an independent consultant based in Washington, DC, he worked at Plan International USA and at the Global Partnership for Education as a Senior Education Advisor. He also worked for the Spanish Ministry of Foreign Affairs and Cooperation and several international NGOs, especially in fragile states.He has lived and worked in Guinea Conakry, Burkina Faso, Namibia, Senegal, Mozambique, Brazil, Belgium, Spain, and the United States, and has also worked with refugees and on nutrition programs, rural development and HIV/AIDS. He is fluent in Spanish, French, English and Portuguese.
